Allowing 2 units in a fort/citadel, but keeping 1upt

Is there a mod that does this? Or is it even possible? I like 1 unit per tile, but on citadel's and fortresses, it lacks sense, because they're so easy to lose.

They are quite powerful in my opinion. You can get +100% :c5strength: with fort + fortifying & 150% :c5strength: with citadel + fortifying. Another + point is that enemy in control of ur fort won't get any bonuses so that you can take it back it easily.
 
Hmmm.... maybe I'm just odd I guess, lol. But it does make it odd having one unit defend a base, and then watch the unit get massacred and lose that base to the enemy in one turn. Hence why 2 units is what i'd prefer. 2 units would make the base have staying power and be a way to project power.

I;m playing a game now where my citadel is outside my nearest cities firing range, right on the border of the enemies territory, yet every time Sonhai declares war, I lose the base in the 1st attack. It may be because I had a pikeman there, against crossbowmen, but it makes the citadel feel useless when it falls in the initial attack.
 
Yep, I think it should be 2upt when occupying a fort at least, 1upt every where else, except for GG of course. Guess that would be 3upt in a fort :D. I wouldn't mind seeing that at all, make for an interesting strategy in the game IMO, especially if you want to create a buffer with an agressive civ and still play peacefully in the rest of your empire.
