Allowing All Civilizations To Play (BTS)

Is there a simple way to create a custom game in BTS which allows all 30-some civilizations on the map at once? The in-game setup limits it at 16.

No, the limit is 18, and see here (in case you don't care about premade maps, then just follow step 1).

Do you mean that after following Step 1, I'll be able to create the +18 game from the setup as long as I load that file as a MOD, or do I still have to use a pre-made map? If I can just do it from setup, I can't find the MOD to load.

Do you mean that the mod does not get listed in the mod list?
