Perhaps an alternative to corruption based on distance from capital and FP, could be in terms of regions. Just like in the US, we talk about the Northeast in a slump, while the Pacific North west is doing ok. There would be a random chance of certain regions becoming more productive than other, and others experiencing a slump.
This way you could cover half a huge map, and have many regions, but wouldnt know exactly when each one would hit a slump or boom. Do if there is a war and all of a sudden there is tons of open space, but your agriculture region is experiencing a slump, it would be hard to produce settles from here.
Not only that, but people could leave cities in these regions, and trying to rush produce something would incur penalties.
