Am I crazy or can the AI rush buy a unit and attack in the same turn?

This drives me nuts when I think I'm safe, only to hear the FLOOSH sound effect and witness a military unit scampering out of the enemy city to blow up my damaged siege unit. I wish the AI could at least follow the game's rules.
 
I have had that happen to me several times. I have also caught the game moving an extra hex or two to kill a unit AND I have caught it generating extra units in fogged out areas by loading the previous turn's save and moving a unit into the fogged area where there was nothing to be found.
 
I have watched this carefully then checked the logs.
The AI will do as @Pietato states, build and buy.
A bought unit in a surrounded city does appear to be deployed outside your troops but will not move that turn.
A production based unit will attack on the same turn as will walls.
And I would like to add that when you take a city with walls intact you can shoot them in the same turn which feels odd.

I believe you can also buy units the same turn you capture a city if there is space (i.e. you capture with a boat, and can buy a land unit, or vice versa). I always thought that was kind of un-immersive. Like you're going to get soldiers working for your army as soon as you capture their city? I mean, I guess there can be mercenaries, but it seems odd.
