I'm confused about Amenities with respect to Entertainment Complex. Does the Entertainment Complex and buildings in it only provide local amenities, or are amenities produced there added to the pool for your whole empire. I'm confused when it says: +1 Amenity from Entertainment. Does that mean Entertainment anywhere you have a District in the Empire? So do they stack?

You might review the Amenities Guide for more detail, but all amenities are local, so when you go to a city screen and look at the amenities detail, if it says +1 amenity from entertainment and 2 amenities from luxuries, those are the amenities being "enjoyed" by citizens of that city.

Luxuries provide 4 amenities each (max 1 per city, so they can provide +1 amenities from luxuries to up to 4 cities) and the game will automatically "shift" those amenity luxuries among your cities to minimize imbalances..

Each entertainment district provides +1 amenity to the city in which the ED is located. An arena also provides +1 amenity to the city in which is located. A zoo will provide +1 amenity and a stadium will provide +2 amenities to the city in which they are located AND to each other city whose city center tile is located within 6 tiles of where the ED with the zoo and stadium are located. So, if you have 3 more cities that are within 6 tiles of an ED with a zoo and a stadium, the city where the zoo and stadium are located will have +3 amenities from entertainment and each of those other cities will also have +3 amenities from entertainment. And if each of those cities has their own ED with zoos and stadiums, the "export" of amenities can compound.
 
Thanks. Just really puzzled why the tooltip doesn't say +1 Amenity to current city then, instead of +1 Amenity from Entertainment. The Amenity guide didn't explain it very well at all. Thanks again for the detailed response.
 
You have to remember that Amenities spread to the places where they are most needed so while the ED is localish the luxury amenities that used to be sent to that city may well be used in other more needy cities by the AI.
So you could consider an ED to be more global ... The Amenity guide does not confirm this theory, I'll place the question there.
 
Well, an ED has "global" effect only in the sense that, because the ED's direct effects are purely local, the game is free to reallocate luxury amenities (which are arguably more "global") to other cities that have greater need.
 
Haven't dug into the code, but it appears to take into account "inflexible" amenities, like local district, building and wonder amenities and then uses luxuries to even things out. It's not unusual to see my biggest cities with few luxury amenities (because they also have other amenity sources) and medium sized cities with max luxury allocations.
