Amenities required at population 2? [solved]

I am playing on King and Epic speed. When my capital reaches population 2, it suddenly starts using the 1 amenity you get from the palace and at population 3 it has -1 amenity and becomes unhappy. But normally you can reach population 5 with only 1 amenity. What's going on here? Is there a mod that can cause this? I have a lot of mods but nothing that should affect amenities.

Edit: It was HF Game Balance that removed the amenity from the palace.
