America cant use factory resources

Hi everyone,

After reaching the specific era and technologies, it seems America cant utilize factory resources. Is this how it is intended to work (cause it has a replacement building instead of a factory, i.e. a steel mill), or is this a bug?

They don’t have any replacement buildings. You have to build a regular RR building and connect it to another regular RR building in the Capital to build a regular Factory building.
