Just an idea caused by everyone complaining how city states take over the best land for yoru cities. How about a mod that you can convert stations into your own cities via trade. I do not know how easy or hard this would be.
After X number of turns of you trading with a city state a quest pops up where the station asks if they can join your faction.
The size of the city, the number of tiles they can access, and possibly the buildings produced would be determined by what turn the game is on and what is the game speed. (Larger cities the longer the game has been going on.)
