another exploit?

In the other thread about an exploit it's about blocking. In the game I'm playing the Persians destroy the Babylonians. It's around 1300 AD and I'm already too late for early domination I wanne go on for Spacerace/Diplo or Cultural Victory. With two goals: not becoming dominant and keeping a diplomatic victory alive I give an Indian conquered city in the South-tundras to the Babylonians, later on I give them 3 more.
Thus, henceworth mine question, is this an exploit??
 
It's not an exploit it's you choosing to gift the Indians with a city or more. The reasons are to win the game, you don't take advantage of the game mechanics. Afterall, the AI could wipe them off if it can.
 
As long as you aren't donating the cities for the sole purpose of recapturing the cities the next turn so you can get a bunch of techs or more cities for peace, I don't consider it an exploit. Offering cities instead of techs, gold, or resources to buy their vote in the UN should be an acceptable tactic.
 
If you should give me a whole city, I promise I'll choose you if you should elect for president. :D

This is not an exploit. There' nothing spoiling about this. :)
 
If only I had donated a city then my attempt at GOTM12 might have lasted a bit longer. I won by domination about 40 turns earlier than I thought I would get a conquest victory. I was just waiting for armour then the Persians were to be history...oh well
