While playing civ1 to civ4 I always hated, that after one civilization has reached a certain size, it always wins. Civ4 at least makes it harder to build a large empire since it becomes very expensive.
To enhance this effect I would love a simple mod that gives small damage to units which are on squares which haven't got more than 50% cultural from a nation which is allied to unit's player.
This way a mongol storm or a crusade is possible but not a century long war.
Can somebody give me a hint, where to start?
