Antiquities military legacy path.

So I'm currently trying to complete the antiquities military legacy path challenge for Augustus. Any tips, what would be the best Civ for this?

I'm naturally a peaceful player, is there a way of doing it with minimum conquerimg?

Augustus/Carthage, with the Corona Civica Memento (+1 settlement limit, +50% gold to turn towns into cities....which you can't do as Carthage anyway so moot). I believe this ends up at 9 settlement limit. If you can get the +1 settlement limit from a militaristic and expansionist independent power, that would put you at 11, 1 less than full legacy. So you can either conquer one city, or just drop an extra near the end of the era so it doesn't cost you for very long.

To follow up on this, I have seen the AI Augustus do this: complete the military legacy with 12 settlements by the end of Antiquity without, as far as I could tell, ever going to war with any other Civ. He did go over his settlement limit by 2 - 3, but only at the very end of the Age. This was a couple of patches ago, but I haven't seen any change that would make it any less possible.

I play peacefully pretty well, but I can't grasp, how do you play for conquest in antiquity.

First problem is units. I believe I seen in discussions here that to reliably conquer a city you need like 10 units. If you build each unit for 4 turns, that's 40 turns your starting city doing nothing else? Maybe a bit less if you also burn all your gold. So, I assume you may want to build some infrastructure first, but doesn't that mean that you'll have an army only closer to the age end?

Second problem is the distance. There are some rare occasions of AIs starting pretty close, but on standard...

Persia gets extra settlement cap and good combat bonuses, Maurya gets happiness bonus to deal with being over settlement cap, but just conquering two or three settlements is always going to be the most effective way to do it.

I did exactly this (though with Isabella as leader, but it's not critical) and yes, I finished with settlement cap of 11 and had 12 settlements, so I completed the legacy path without conquering a single settlement.

The best would probably be Carthage, with the double settlers. I would probably get my settlements up early, I'd still plan to maybe capture one city, I would aim to get another one for free in a peace deal, and then if needed, keep your settlers in position on the last turn of the era, and just settle them right at the end.
