Anyone Figured Out What Flanking Actually Does?

Flanking is described in the help section in terms of what to do, but what you get for doing it. Doing what is described--putting friendly units on opposing sides of an enemy--provides no bonuses I can discern.

Well, commander generals don't even get the 20% bonus. That's only given when a commander is a leader and a general.

I that's the sole use case for flanking, it's niche to the point of pointlessness.

Well, that's not a special condition. That's how zone-of-control works. If you surround a unit correctly, it can't move.
