[GS] Are there any guides specific to making civ dds files

I searched around the forums about making new civs. Found some tutorials about the coding stuffs, but I can't seem to find how to set up alphas or the colors for dds files and tex files. All of the mods that I downloaded seems blue to me in the viewer. Any tips?
