Artillery: logistics upgrade does not work

I promoted my siege units to logistics (yes, I am SURE I have it) and tried to attack a city. It was within my field of vision and was at full health. I could attack the first time, but after that it would say "unit is out of moves". I tried pressing 'b' (the shortcut for bombard) and it would allow me to target an opponent, showing the animated red arrow and the damage prediction, but clicking on the city did nothing - it just acted as if I hit escape or deselected the unit. I didn't get any XP for it either.

You still have to set up your artillery. That takes a move. Next turn, you can fire twice.

Had you used your first move to set up? Because that requires one move, and logistics doesn't stop a unit from running out of moves before it fires twice; it just lets you fire until it runs out of move points.
