I have unpacked these files using NEXUS, but I cannot view them the correct way. I have XnView, Photoshop, Paint.net, but when I open them there, they show up with pieces of the icon all over the place.

Am I doing something wrong?
Do I need different software?
Is this a limitation that I do not know about?

Looks like Firaxis "encrypted" some dds files in some way... what a pain... but then, looks like Firaxis underestimated what modders are capable of...
