Australian Summer Patch - Governor selects strictly suboptimal tile

See screenshot - governor selects 2 food tile while there's an unworked 3 food tile.

Note: I previously had a citizen locked in the 3 food tile and unlocked it this turn. That said, I clicked the "prioritize food" 3 times (to get back to normal) to make it reassess the tiles, and it still didn't work.

EDIT2: It's in the thumbnail. If the forum doesn't mess me up again.

EDIT3: So I figured that maybe there's a strategic resource on the tile that I can't see yet, but the governor does. Thing is, this is a 6-player hot seat game with myself (don't ask), so it's going to take ages to get to the point where I have all strategic resources revealed. Does anyone know something, maybe related to the debug tool, that allows you to see strategic resources?

I can attest to this as well. I've caught the governor selecting unimproved inferior tiles to work when an improved resource tile was available. No matter what I did it would never pick the best tiles. Obviously locking works, but the idea is to not need to micro worked tiles.
