Automated Colony to Button Not Working

According to the game manual the automated 'Colony To' button should allow a worker to establish a colony on any land map square. I have been trying to use this button to establish a colony on squares with Sugar, Gold, and Tobacco resources. But when I select the desired square nothing happens. I have tried occupying the same square as the resource with the same results.

Also, I only see the 'Colony To' button. I have yet to see a 'Build Colony' button as described in the manual.

I tried installing the 1.29f patch but still have the same issue.

Am I misunderstanding the use of this button or something? Any help and/or advice would be greatly appreciated!

you cant build colonies on bonus resources, only strategic and luxeries
gold sugar and tobacco are bonus

The button appears when your worker is standing on the resource tile and the tile is outside your borders
