Ayyubids didn't spawn?

Perhaps I am missing a Conditional Spawn note somewhere, but I was playing as KoJ and they never appeared. I kept on waiting for this huge wave of Saladin people to come, and they never did.

If the Fatimids are solid or more when the Ayyubids are supposed to spawn, the Ayyubids don't spawn. Same goes for the Mamluks.
