[B]Turtle Ship Doesn't Promote at Navigation?[/B]

I just tried to upgrade a Turtle Ship to a Frigate once I researched Navigation, but there was no upgrade possible. I had to wait until Combustion and upgrade to a Destroyer. Unless I missed something, this is either a bug or a more serious limiting of Korea as "the hermit kingdom."

Good to know. But I couldn't build a frigate, either - just turtle ships.

Yeah, I had one.

I'm actually hoping I hallucinated the iron or the inability to build frigates, because otherwise that is quite the radical upgrade line for the turtle ship.
