Babylon's suzerain bonus not working

As you can see I am suzerain, but I'm not getting science from either the writing or the relic.

I had liberated Bablyon two times from two different civs, maybe that has something to do with it? Also I got the writing in a peace deal, so I didn't make it myself. I made the relic through a martyr.

I'm playing up to date and no mods.
