After recently rediscovering Civ2 (and how amazing it is), I also found this site when looking for more scenarios to play. However, nearly every scenario I try is accompanied with rule/unit/tech/terrain/etc. changes to make them more historically accurate or detailed or whatever. This is all very well and good, but I find it frustrating to have to learn a new game structure every time I want to try a new scenario. So, I was wondering if there is some list or something of scenarios that just change starting tech/setup and map but use normal Civ2 stuff, like the Rome and WWII scenarios that come with the game. I've searched far and wide but can't seem to come across anything like what I've described. Any help is much appreciated.

The major appeal of scenarios and making them is exactly that you can change the balance of the game - modify parameters and graphic representations of almost everything. That being said, it's difficult to find the kind of scenarios that you're looking for since they would be somewhat counter-productive to what scenario making is all about - making the game different so that advanced players that know every nuance can have some refreshment after years of playing the same game. At least that's what I'm looking for in scenarios.

If you want exceptionally basic "scenarios" then simply use a pre-made historical map, place your cities and make no real modifications, other than adding units to the cities.

That's about as basic as you're going to get, while still being a "scenario" so to speak.
