Best Civ For Science Victory Without DLC

I know that a lot of people use Babylon/Korea when going for a science victory, but seeing as I don't have the DLC to play as either, what civ should I pick? I was thinking of using China for Paper Maker, but was wondering if there was a better choice that I may have missed. Thanks!

I have no idea how +2 gold from library makes you pick China, but Siamese ability purely overwhelms 'em.

Well, you will want to focus on population growth, so try for India.
If you want to "cheat" you could do the Aztecs on a Lake map.
