They are all good if you use there advantages to the maximum, although I"ve noticed when the AI is scandinavian they never grow very big or very fast for some reason, I like the commercial and industrious civs the best, but as emperor550 said if you are German and you get those panzers at the right time and not too late you can blitz through a whole civs country in a matter of a few turns.
