Best conservative SP mod?

I've just got into Civ4, despite owning it for a few months (darn work). I have a fully updated version, 1.52 vanilla install. I play single player only and I'm a beginner, if it matters. What would people suggest as a good mod for me? I want something conservative, nothing that changes gameplay or graphics a lot, but there are some tweaks I'd like, such as a better culture system for captured cities (they often only have their own square workable so they starve to size 1 or 2).

I've been thinking of the SevoMod. It includes a lot, but that's OK as long as they are good features that don't change much. Is it stable? Is there better?
