So I want to play a map like this:

1 semi-large continent with 4 civ's (room for 3-4 cities each + 6 city states)

2 small-medium continent with 2 civ's (room for 2-3 cities each + 2 city states)

1 small island with a chain for 1 civ (4 city states)

The large continent would be separated by an ocean. The 2 small continent would be connected by a strait or a single tile. And the small island chain would be separate from the others by an ocean.

What's my best bet to make this happen?

You're naturally allowed to play however you want, just keep in mind that the ones starting on the 4 civ continent are going to have a huge advantage, techcosts going down for every known civ and trade-routes providing science will make sure of that.
Being isolated in this game is horrible.

Woah, woah, woah. Tech costs go down for every known civ? :) :) :) :):) :) :) :):) :) :) :):) :) :) :). Where is that documented? How did I miss it? That seems important >_<

Try Small continents with low sea level. It could result in this but also many other variations. Quite unpredictable and very fun map.

That's a vanilla feature :
Tech cost go down for every known civ that have already recherched this tech.
(And that's a pretty important things to know in vanilla deity)

But I don't know where it is documented. I don't even know if it's since the begining or if it's a G&K or BNW feature.
