This seems to be a tricky one.
I noticed that at some point before turn 295 (epic speed) it became impossible to trade any kind of resources luxury or strategic. Trades can be proposed and accepted but won't be carried out. Turn 295 is when I noticed the bug and I went back to older saves to see when it happens, but I wasn't able to pinpoint it. The earliest the bug occured was after turn 289. During this turn the following things happened:
A Merchant of Venice was born.
One of my trade routes was plundered.
My golden age ended.
I completed a research agreement with Dido.
Sometimes the bug happened later or not at all.
I have noticed that when the bug happened a Dyies/Copper trade that I had with Hiwatha had disappeared. It should have lasted from 284 to 319 but at some point after 289 it just stops and doesn't show up under current or completed deals. I don't know how the disappearance of that trade and the bug are related to each other, but they seem to happen at the same time. My suspicion is that Hiwatha's plantation got plundered by Barbarians and the canceled trade somehow triggered the bug, as other active trades were left unaffected.
I have attached a save from turn 295 when I noticed the bug, 289 which seems to be one turn before the earliest occurence, and one from turn 296 after I reloaded 289 and kept playing where the bug didn't happen at all and the Dyes/Copper trade was still active.
