[R&F] Better Way To Handle Free Cities

The way free cities work right now is kinda boring. So I thought how could they be improved. Here's what I came up with.

1st: Free Cities can trade and act like other cities (This is a must I hate when free cities block my path to their old owner in war)

2nd: Free Cities should convert to a new civ or city-state in the game. (This could really mix things up with new players vying for victory)
 
I once saw a stable quartet of free cities clustered all together and wished they could behave like a mini-civ.
 
That gives me an idea.
It would be really cool if the time decreased for every free city nearby
