I noticed two errors about this wonder:
1.) When finishing Big Ben, you get a popup screen. There is no message about the -25% purchase cost
2.) The effect of this wonder should be, to reduce the purchase cost by 25%, right? Like instead of 500g it costs 375g (without any other effects). It did not do that and I think I know what happens: The purchase cost is given in percent of production cost. So if something costs 300% original, it costs now 275%.

This is a very important wonder if you want to go for mass gold with villages, then purchase items.
 
That's interesting, and actually sort of make sense. If something were a straight 100% purchase cost, then it would truly be a 25% reduction. However (and I think this is partly TBC's doing?) most items are 200-300% so it's a pretty minor boost if what you're saying is correct. In that case I'd think maybe raise it to 50?
 
TBC increases the purchase cost of units by 20% so it's about the same as buildings, but otherwise doesn't modify things. Vanilla purchase costs are already in the 200-300% range.
