Ok here are some of my suggestions, I am aare that some of them may have been already suggested.

1 Ability to trade units. Also with this, if you tade a unit to a friend who becomes an enemy the guys you traded should remember their birth civ and there should be a percentage that they will rebel on each turn or that they will switch back or that they will ignore orders. These percentages should be editable in the editor

2. More than 31 civs. Unlimited preferably.

3. Ability to add new scientific ages.

4. Ability to not let a civ do some techs or build some buildings or have certain governments

5. Have the editor put the arrows between the techs automaticly

6. Still thinking

I'm for trading units too, but not trading human units (such as marines). Trading artillery, or tanks and planes is more realistic, because a machine can't rebel.

It has been said that the game will have 19 Civs.
It has also been said that modders can create their own Civs.
 
4 is in there, in a workaround (with start Techs), but doing it directly would be good

5 might be nice, although I'm not sure how much modding will actually be supported (after all they are 'opening it up' to modding by using Python for basically everything, which means that they may not provide much of an understandable editor beyond, just go change whatever code you want.)

Yes but what about the number of civ playable in the same time on a map? If default number of civs in civ4 is 19, i don't think we could put infinite civs on a map unfortunately :(
