There have been a bunch of issues with this - it is because of your video card. Though Intel's 965 Express Chipset Family is quite common, it technically isn't supported in the game. I also have this card, and have the same problem with the text (the game should run fin otherwise though - except for fog of war - right?). Apparently people have been able to fix it by updating drivers and then running the game with DirectX 10 or 11. However, the driver cannot be updated fully unless you have Vista. If you have XP, you can only go up to v14 on the Intel site - but with Vista you can go up to v15. So I think that you need to have Vista to be able to update the drivers enough to fix the problem.
For Vista, there are a few steps to get it working:
1 - You need Vista Service Pack 2 (to update the drivers fully)
2 - You need the update v15 from the Intel website for the Express 965 Chipset. If you have the Dell updates, you will have to manually uninstall them to be able to then download/install the Intel update.
3 - You probably will need to run the game with DirectX 10 or 11 (because 9 doesn't really support the v15 update).
For XP, technically there is no way to fix the problem because we can't run DirectX 10 or 11, and we can only update the driver to v14 (which doesn't fix the problem), so unless you want to go out and buy Vista or 7 (or a new video card if yours isn't integrated), there's no official option. However, MafuJosh posted in another thread a link to his work-around that works beautifully, and perhaps you can live with it until they get around to a patch or something.
