I agree with you, except these two things. How would over sea nation talk, since they can't have roads connecting each other. Maybe there could be new techs to allow better comunication, start with slow envoys, and work your way up to radio and the internet. As for the caravans, it makes sense to me for cities to send supplies and workers to other cities building wonders.

Civ3 has something like this. You can't build factories unless you have coal and iron. Oil is needed for all modern units from tanks to bombers to destroyers. Once you've built a factory or tank, however, you can continue to use it even if you do lose the resource. You can trade for resources with other civs, however the deal you get is dependent on how nice you've been to your trading partner and your reputation. Scenarios are often designed around fighting for or trading for scarce resources.
