. . . when u send them out of ur cultural borders. i didn't know that, but learned this sailing in and out of my borders. my goldsurplus changed immediately. is this true for all units?
 
If you go into the financial advisor, F2, and look at the list on the right, you'll see a set of costs. One of them is unit supply. You usually get free unit supply for a certain number of units (based upon the difficulty, IIRC), and then you start paying for anything over that. Any units that are not in your territory are added to the units that you have to supply.

Yes it is true for all units outside your cultural borders. For instance when you capture an enemy city its square immediately becomes part of your territory and so if you move your Stack of Doom into the city to heal the costs of your invasion will go down.
 
Did anyone else notice that you get the maintenance cost of a captured city immediately after its capture, and then the maintenance increases after the revolt? Am I imagining this?
 
There are 3 components of city maintenence:

- Number of cities
- Distance from capital
- Population and civics

The last two don't apply when the city is in revolt.
