borders moving?

saw something i didnt understand in a game today:

there are two cities within 4 tiles of each other, one much bigger than the other. the border between these two cities used to be 2 tiles for the larger one and 2 tiles for the smaller one, but over time the border from the bigger city pushed up in a line towards the smaller city until the border was right up to the city itself. is this from tourism? if so how does this work?

Nah, only way to steal tiles now is with a Citadel.... Civ IV had culture flipping tiles, but not Civ V.

Unless the Great Artist still does the Culture Bomb in Vanilla and/or G&K, but in BNW, that got moved to Citadel.
 
The great artist used to be able to make the landmark improvement but couldn't culture bomb in civilization 5. In bnw the great artist can make a great work of art or start a golden age but can't make a landmark improvement anymore.
 
The Great Artist still does the culture bomb in Vanilla. That ability got taken away from him in Gods and Kings where it was given to the Great General.
Cities naturally grow through culture. This will cause their borders to expand. It is possible that Tradition was taken later in the game, causing a sudden rapid burst of expansion.

In addition, sometimes the AI buys tiles. (And sometimes it's beneficial for the human to do so.)
