Just mathematics.

Let a = maintenance cost. Integer > 0
Let x = number of unit. Integer > 0

If Free Speech is more beneficial than Autocracy,

0.67ax > a(x-8)

The minimum integer which always meets this inequality is 24.
break-even point of unit for Free Speech is 24.
If you have less than 25 units, Free Speech is more economical than Autocracy.
 
I am assuming that you're talking about the autocracy opener, in which case, aren't you overcomplicating it a lot?

It autocracy reduces unit maintenance by 33%, that more of less means that a third of your units are free. So just multiply 8 by three and then you break even at 24 units.
 
An empire running Autocracy is going to look nothing like one running Freedom. Autocracy empires are vast, wide, with gigantic armies. Freedoms are small, tall with minimal armies. If you're running Autocracy, you should always have scores of units. Which is also the conclusion that can be drawn from your math - I can't imagine you'd ever find an autocrat with less than 25 units, given that workers count, as well.
 
With autocracy I buy 24 units per turn :lol: ... lol just kiddin'

But seriously, for late game war, autocracy has much more to offer than freedom. So this calculation is interesting but doesn't really change anything.
