Briefing for Creation and Customization Newbies

Hey guys, got a question here, is it possible to edit (change) Terrain, I am trying to create a Space terrain, I want to make Ocean=deep space and change land terrain to be planets. It's an abitious Mod but I want to work on it.

Basically I want it to be a full Mod, with all elements created from scratch, as if it were a different game entirely: Units, Terrain, Leaderheads, Tech, Resources, Civilopedia Entries... the whole tamale...

Adding new terrain? I have some of Snoopy's graphics and would like to add them to my mod. Any small tutorial on what to do? Thanks
