[NFP] Bring Back Puppet Option

I rather liked the 3rd option for a conquered city in civ 5 - Puppet cities. Essential you "own" the city but cannot choose its production (AI controlled). In Civ 5 this also helped with city happiness. In Civ 6 that would easily translate into positive loyalty. It would also help to manage increasingly expanding empires with tons of cities.
 
Puppets in real life were ruled by kings. A really cool idea would be to be able to puppet civs. Example: I capture Egypt's capital. Then I can choose to puppet or annex. Puppeting requires a military strength 1.5% of that of the puppeted civ. Doing this would excellently give you all the civ's cities along with their leader as a governor to the capital. This would honestly make my year if they added it.
