Broken menu

I haven't been able to play for a while (since before Babylon ) so I wanted to test out the Civ and the heroes modes. But this is what it looks like, i tired : Verifying the game files, uninstalling and reinstalling, and finally resetting my computer. I do not know what to do or what's wrong
