Is it normal that Citizen automation doesn't care what specialists it chooses? It seems like it always chooses priest over scientists even though I turned on "emphasize research".
It also does very poor job on other "emphasize" tasks. Is this a bug new to BtS or has this been like this since the vanilla. I want to play Warlords if this is bug only in BtS. It gets very annoying as empire grows.
