I'd like to see the military engineer buffed so that it could build two tile improvements that I feel Civ has long needed - one tile canals and bridges.
When there's a one-hex piece of land between two bodies of water, and you can't, or don't want to found a city there, it would be cool to have an engineer build a canal through the hex. Likewise, when there is only a one-hex strip of water between islands or continents, it would also be very cool, and convenient, to build a bridge between the two.
Currently, ships can go into coastal cities, which are land tiles, so having a land and naval unit share a hex is doable.
I only use the engineer for airstrips near the front lines, as extra roads are rarely needed, and only two roads per engineer seems expensive.
So, buff the engineer, give it four builds, and the build cost could be one per road tile, two per airstrip, and four per canal or bridge. This would provide a lot of dynamic movement possibilities in the later game.
