As simple as in the title. I conquered an enemy city, of which the Holy Site was pillaged by barbarians, and I cannot repair it. It has that colour that shows completed districts, and I can click it all I want, nothing happens.

You can only repair a district through the city production screen. When you say you "click it" but nothing happens, do you mean clicking on that item in the city production screen?
Have you researched Astrology? You can't repair any damaged district until you have the tech or civic that unlocks that district.

Yeah, I'm totally ignoring faith this game (playing Rome and just conquering anything that hinders me in building new cities), so despite being in the medieval era by now I haven't yet bothered to discover astrology...
