[BUG] Nukes declares war on fallout tiles

That was the best title I could come up with. Launching a nuke causes fallout in 2 tiles out from the target. If one of those tiles is owned by another civ or city-state you will automatically declare war on that civ/city-state.

I bring proof in the form of a save game. Deluxe Digital Distribution Dcopy save and version 1.0.0.17

You should start focused on Persepolis, select the nuke in the city and launch it at ...I forgot it's name. Single remaining Persian city just to the south-west. If you target the city directly it should destroy the city, but also declare war on the (otherwise allied) city state to the south, Ragusa. All the others city states (who are also allied) will also declare war of course.

The ingame files do not mention a 2-tile radius for fallout, nor does it mention declaring war if another civs tiles are in the blast zone. Bug? Feature? Loose end? My money's on the third option.
 
I'm guessing that the automatic war due to fallout behavior is intentional. The Civlopedia and manual should indicate that war will happen in these circumstances, though.

Maybe tag this as a suggested improvement?
 
Well, if I dropped a nuke in a place so that some of your territory was destroyed and made uninhabitable, would you consider it uninhabitable? Pillaging is an act of war, for example. This is indeed part of the gameplay.
 
You've got to be careful with your nukes. Can't expect to nuke a friend and not have him declare war on you.
