[BUG] Reloading saves causes city to miscalculate food supply

Steps:
1. Grow city to size 5
2. Make sure city has exactly 10 food being worked
3. Set production to anything but settler
4. Save game
5. Reload save

Observed:
In the city info screen the city will say that it is starving and only has 9/10 food. Take a look at the tiles, there is 10 food being worked. The city will shrink on the next turn.

Its the lake tile that doenst supply 2 food after reloading.

This bug stops me from playing right now, as I love the Actec UB that gives 4 food per lake. But allways after relaoding its just 1 food.

Someone reported that it went away after a few turns, but I never saw this.
 
I was wondering if it was the lake tile, because this only happens in certain cities. thanks for the heads up.
