Towards the end of the game (which I am crushing!!) King difficulty. Playing as Australia. I am into the "Future Civics". I completed a future civic (several previously) and on this turn, after completing one and before selecting the next "future civic", I switched to "democracy" government, but because I've been democracy before, it sent me into temporary anarchy (0 science and 0 culture). I cannot select a new civic, yet the game will not progress to the next turn without selecting one... so, I'm not able to advance or select one.
Other game conditions: I'm at war with two countries, there are 3 emergencies against me. (one betrayal, one religious, and one military). I've recently liberated two city states (reason for betrayal) and have the +100% production bonus kicking for the next ~16 turns.
Edit - There was a duplicate report about this one back in 2017, but I felt this may be a newer/different bug.
