I do not know if this is a BIG Game bug or the way the game is suppose to be.
I belive that it is NOT suppose to work the way I am about to describe it.
I am just posting it here so hopefully Firaxis finds this post and fix it ASAP if it is indeed a bug.
I noticed that when I am in war time w/ any Civ that I can possibly get EVERYTHING he has in order to get a peace treaty.
usually it is EVERYTHING but the City but at certain times you can even get a city or all of them.
This is how I found out by accident.
At 1st I tought I was doing great when I stumbled upon this by accident.
Then I was playing ith the options when I was definitely outgunned and about to be decimated.
And soemhow the opposing Civ let me get ALL 5-6 Techs he had!
I tested this again and the opposing Civ in a new game gave me EVERYTHING!
Normally, when you just select "Let us bury this hatchet. What price for peace?" option, the opposing Civ will list what they are willing to give up.
But by using the steps I posted above, it lets you exploit a bug in the game.
I did this while playing a game in Noble setting.
Really hope they put in a patch for this and all other issues ASAP!

- Wait until the opposing Civ is willing to talk to you during war time.
- Once that opposing Civ is letting you talk to them, go talk to them to open up the trade window.
- Select "Would you like to make a trade proposal?" option.
- Select everything that you want to have from the opposing Civ.
- Select the "Let us bury this hatchet. What price for peace?" option.
- A pop-up will show stating: "When trading for a peace treaty, only one player may offer items to another player. Only gifts maybe offered as payment for ending the war, no trades can be made."
Just click OK to get rid of the pop-up.
- NOTE: Normally the opposing Civ would be insulted by the demands you ask (depending on the situation) BUT at this case they will ask if the offer you made is "tempting".
- Then and ONLY then should you select the top option of "We accept your offer?"
- That should do the trick
