Bug with power health

I get +4 from power when i should only have +2. Why? I don't have oil yet. Is there any way to solve this without using burics patch(can't use it in mp)? is it solved there?

no bug - just an undocumented feature of BtS:
power (regardless of source) now gives +2 and coal power gives an additional +2
