I just got the game but so far I have not been able to play it. Everytime I try to build the first city, either after hitting the build city button or after it gives screen to name the city I get the BSOD I am playing Civ 4 1.61. Attached is the DXdiag file if there is any more information I will get it.

The latest patch for Civ 4 is 1.74. Unless you have a specific reason you want to stay on patch 1.61 I would suggest that patching to 1.74 would be a good place to start. Although possibly not related to your specific problem your graphics driver is very old too, there may well be an updated one available.
If your Civ 4 is installed from a CD/DVD you can download the patch here, if it is a downloaded version you will have to get the patch from the vendor you bought it from.
