I believe this is talked about in the war academy but I couldn't see the post. Is it fair or cheating to lock one or two small cities at a population of six and just build workers out of those cities to increase the population more rapidly in other cities.
Conceptually I've always thought that the city population is some sort of exponential growth so that a city of 12 is much more than twice the population of a city of six so it doesn't quite work to have the farmer kids move to the big city but maybe they move to the big cities and have a lot of kids really fast.
Anyway I was just wondering if its legal in "official play".
