Building Railroads?

I must be missing something really obvious but I can't figure how to build a railroad tile with my Military Engineer... it's just not something that I can tell him to do?

What am I doing wrong?

It's an icon that looks like the road.

Each tile 1 coal and 1 iron as Red_warning said. If you lack the resources, it will be grayed out.

OK, so I just realized what's going on... the Unit Improvements Mod moved this functionality off of the Military Engineer and onto the Builder...

Sorry for the confusion...
