C3C PBEM bug?

Hi,
testplaying an own scenario, I found it difficult to manage a city that fell into unrest. Usually, I´d just relieve citizens from work, the city would starve a little and people would become content again after a while. That doesn´t work in this PBEM game, cities can´t be managed at all, thus the citizens revolt forever unless I find a new luxury ressource, trade for one or abandon the city - something in the 1.22 changelog I overlooked? I also find it hard to predict when a city is going to go into unrest - any ideas appreciated.

War weariness I guess.
Inside the city window, click on an "unresting" face, it will explain to you the reasons why people are unhappy.
Considering what you say they will probably be many to say "give peace a chance".
 
It depends, there are two cases: In one city it was war weariness, in the other (size 3) it was overpopulation. Nevertheless, how come I can´t relieve citizens from work anymore to increase happiness/entertainment in a city?
 
yes, heh, I should have written that earlier - it´s what I thought, too, but I couldn´t turn it off. Then I saw in the civ-editor, that the default for governors can be turned off in regard to governing citizens. In my scenario, the Americans i.e. had it turned on (editor/change rules/civilizations/governor), so I thought, that´s the reason - but when I played it again, the problem persisted. I tried turning it off, but instead of relieving citizens from work, I only was able to highlight on which tile they were working.
