C3C: propaganda and getting a city to turn coat

Seems to me that in Vanilla, it's possible to plant a spy with the express intent of spreading propaganda, dissatisfaction with the incumbent regime and the like in order to encourage the locals to revolt and join one's own civilization. I must be missing something because I don't even see "propaganda" in the Civilopedia. So I guess the question is twofold: (1) is there a means of sowing disinformation in a rival civ's city, and (2) if so, how does one do it?

Follow-up: suppose there isn't this provision in C3C. Would securing a ROP agreement and loading up the city in question with your forces and workers give that city a push to change sides?
 
You can waste money, I mean spend money, on propaganda in C3C. Use the E on the mini map and select spy. Select Initiate Propaganda.
 
Regarding your follow-up, in Civ III a RoP agreement doesn't let you put units into another civ's cities.
 
@ NorthernPike: what I should have said was something more along the lines of sending one's units into a rival civ's territory associated with a city (i.e., in the tiles surrounding the city itself) to see if that might help tilt that city plus territory into changing allegiances.

Follow-up to planting a spy and sowing propaganda: I see where one can initiate propaganda, but apparently that's only available to a spy experience level above regular [?]. How does one boost the experience level above regular--by something like successful investigations? That isn't immediately obvious from the Civilopedia.
 
OK, that's clearer--but I've never seen the faintest suggestion that the flip mechanics take the presence of rival units into account as your idea would require, so I don't think it would help.

The more general answer to your questions is that flips--at least, flips to the player ;)--are only intended to be a minor and unpredictable part of the game, and attempts to make them happen steadily and reliably will probably always be frustrating.
 
I think there is an article in the War Academy that says that the presence of military units does increase flip chances. But only if the city is 'eligible' to fipping to begin with, like for example there is cultural pressure on the city or there is local culture of a non-dead foreign civ.
 
Sid had a bit of a dry sense of humor combined with a bit of the cold warrior spirit, did he? Now, does that mean you have to have either communism or fascism as the incumbent form of government or simply have that tech?

You have to be in either of those two governments.
